Merge Main into Instant-Finality #58

Opening PR to review merges from main into reference contracts Summary of Changes

git build disables Leap and CDT version checks, enables different versions of Leap and CDT to run integrations and tests.
minor version updated to vNext (CMakeLists.txt)
removed SSL library paths, no longer needed with updated libtester (CMakeLists.txt)
added new ram actions and associated tests (new return actions, new burnram action, new trasnferram action)

Compiled and all tests pass.

Originally, the ram_actions where in eos-system-contracts. I merged across the organization to retain attribution for git commits to ram_actions. That pulled in a long series of commits.

instant-finality merged into main, this no longer is needed.
