Production didn't start on Node0 (producer-name = defproducera) after restart:

deadline is reached, but nothing happens. No new block is started.

May be the same as https://github.com/AntelopeIO/spring/issues/620

If this turns out to be a bug, it could stay in rc3 milestone, but likely isn't a blocker worthy of delaying release.

If it turns out to be purely test instability, we should consider pushing this to a future release.

Same issue as #620. Two issues:

pause production because of lack of votes kicked in for producerb
no blocks from producerb prevented producera from producing because producera didn't have --enable-stale-production specified.
