Dynamic CPU Frequency Scaling #810

Could we get CPU frequency scaling in Antergos for laptops? Significant battery life gains are to be had with it on laptops, and even on desktops it'd be good to save power. Relavent arch wiki page: https://wiki.archlinux.org/index.php/CPU_frequency_scaling

I'd like to say all you need to do is install cpupower by default, but I could be wrong on that.

as i can see it needs different configurations on different systems....as the wiki shows:

cpupower requires modules to know the limits of the native CPU

So this will need a tool to take care to choose the right modul e.t.c.

If there is a tool that fit all it would be easy...

It also says "The native CPU module is loaded automatically."

I will be testing this out on my install and reporting back when I get home.
