Validation failure is a permanent error so we should catch the validation exception and send failure notification.

Testing Notes

Regression tests:

• run a valid repeat search that should report a new donor.
• run a repeat search that has invalid HLA (see previous test)

Functional test:

• Submit a repeat search request where the entire request body is valid, but the searchRequestId does not map to any ID stored in the repeat search db (e.g., "this-is-a-nonexistant-id").
• the initial request should succeed, i.e., you should get back a 200 response with a repeat search request ID.
• however, soon after, you should see a single failure notification message in the topic repeat-search-results-ready, with WasSuccessful:false and WillRetry:false and ValidationError should have a value related to the missing ID.
• After 5 mins, AI logs should show a trace message detailing the error, and the customDimensions of the message should list the SearchRequestId.
