Opera GX doesn't like the 'popup' option for windows #11

In Opera GX (need to test on other Chromium browsers), I can't click on the top 50 or so pixels of a window opened as a popup. This affects just about any pop-up window from the options page to SkyWriter.

May need to just open it as a normal page with all the bookmarks and extensions intact unless I can find a solution.

Confirmed it's not an issue in Chrome. Might need to add some code to just not use 'popup' as the mode in Opera.

I have set Opera to just not use the pop-up window type for now.
