chore(bind‑toolsonly): Upgrade to v9.16.8 #393

This upgrades bind‑toolsonly to v9.16.8, which is the latest stable release.

I also recommend using @majkinetor’s Automatic Updater to automatically keep all packages in this repository up to date.

I’d be willing to take over mantainership of this and move it to https://github.com/chocolatey-community/chocolatey-coreteampackages.
