Support for user-installable cores in sketchbook directory. #107

What change would like to see?

Support for third party cores in the SKETCHBOOK/cores directory.  

Why?

This will make it easier for users to add support for new hardware and retain 
it when upgrading the 
Arduino application.

Would this cause any incompatibilities with previous versions?  If so, how
can these be mitigated?

It shouldn't cause any problems.
