Add Varlamore Region and Fortis teleport #18

Took the background image for the region from here: https://oldschool.runescape.wiki/w/File:Banner_(Varlamore).png#/media/File:Banner_(Varlamore).png

I hand-created the std/hover region icon based on the style of the other ones using the colors from the wiki image. Feel free to modify/replace these.

Resolves #17
