renameSET.ini: software used? #13

What is the goal of renameSET.ini? It can't be opened by MAME since the format is not anything MAME can read. What software can load this file or what is its goal?

As you would know if you had read the readme file in the package: " Like the previous file but in another format, which can be used with the "MAMErenSET" tool to automate updating operations of resources".
