Create a public class to take in Mouse Input to rotate player Character.

Must have the following:

Check if player can rotate (i.e., no rotation when game paused or menu open)
Free Camera Mode (Override below and only move the camera around, snap back to standard view position)
Adjustable Rotate Speed
Mouse 'X' Axis to control players 'Y' axis rotations
Mouse 'Y' Axis to control Camera's 'Z' Axis
