We have many JIRA filters, the most useful of which (i.e. the only one I would 
use with this plugin) is near the middle of the list.  For usability the plugin 
should pre-select the most recent filter.

Unable to determine why this is not behaving as designed. Please refer to the 
log files located at:

Vista/Win7: C:\Users\USER\AppData\Local\httptortoisesvn.net\TortoiseSVN
WinXP: C:\Documents and Settings\USER\Local 
Settings\httptortoisesvn.net\TortoiseSVN

This may provide insight as to what is causing this setting to not be restored.
