If we want to give up (temporarily?) on the power level idea you could have some equipment, skills or recruitable party members as a reward for convincing the faction to be your ally. Whatever the reward, it would be nice if it makes sense for the faction to provide it.

We now have general faction details, power level and allegiance. Location is always in town, but some kind of place generation is probably needed.
