Enemy units survive sector capture if in payload form #10135

Issue

Normally, when an attack-mode sector is captured in the campaign, all enemy units that are still alive will self-destruct. However, if a unit is in payload form, such as from being on a payload conveyor, they will not be destroyed, and can be taken out of payload form, at which point they will begin attacking like normal.

I have searched the closed and open issues to make sure that this problem has not already been reported.

No you haven't and I think it's intended behavior

I did, but that issue miraculously avoided using the term 'payload' (The term I searched for) even once, despite payloads being the entire subject of the issue.

Given the typically low ratio of bugs encountered -> bugs reported, this particular issue being reported so many times independently makes me think that the majority of players who have encountered this behaviour naturally assumed it was unintended, which makes sense to me as it's highly surprising and violates a precedent that the game is otherwise good at enforcing - namely that sectors are safe once captured.
