dome sometimes uses 1500 power instead of 600

Issue: Dome power usage is sometimes 1500 (instead of 600)

Steps to reproduce: sense powernetout on a dome, observe it occasionally being 1500 (see save)

the only reason i can think of this happening is the dome buffing itself, not bosting the boost percent, but making it use more power
