Don't end the game if Mayor or Tiebreaker are alive #58

The Impostors right now win if they are equal numbers on the theory that crew can't win. This makes sense for vanilla Among Us, but it's less true in modded. The Mayor or the Tiebreaker could both allow the crew to vote out an Impostor in a 2v2 scenario. We should fix the game ending criteria so it cannot end if there is a Mayor alive, no matter theplayer count. We should also fix the game ending criteria so it does not end if there is a non-Impostor (Crewmate?) Tiebreaker alive and non-Impostors equal the number of Impostors. 2 Impostors v Crewmate Tiebreaker should still end the game.
