word walls trigger for shouts already unlocked by the player

when triggering a word wall, regardless of whether or not the player has that shout already unlocked, the "unlocked effects" (goat horn and subtitle) play. Granted, this only happens when commands are used to prematurely unlock shouts before finding the corresponding word wall.
