Building from the command line won't install Nuget packages

If building from the command line, e.g. via Umbrella or mob, the Nuget packages won't get installed until either:

There's not really anything that can be done about this until https://gitlab.kitware.com/cmake/cmake/-/issues/20646 is resolved. Maybe some MO2 devs could nag them to implement it.

mob and Umbrella both have handling for this, so it's not a problem any more.
