german: Add NEO2 keyboard layout #314

Files merged from https://github.com/kertase/neo_anysoftkeyboard without functional changes.

There’s a separate package on f-droid, but since it’s a German layout, it belongs here imo.

@martholomew and @PromyLOPh the pack got the following review: Rated 2 out of 5 by Sebastian Martiensen.

Too bad that with the update of 1.12.19 the keyboard variant "German wide +" has been dropped. Thus, many accented letters are no longer available and the keys are narrower. The update has brought me two disadvantages..

I installed it myself and German Broad+ is still there along with the two new Neo keyboards, someone else wanna test too? Seems fine for me.
