Tethering is broken while VPN is active

What steps will reproduce the problem?
1. Turn on VPN
2. Tether via USB
3. Tethered machine can't connect anywhere

What is the expected output? What do you see instead?
I am expecting that the tethered device's traffic is also routed through the 
VPN, however as soon as the VPN connects the tethered device loses network 
connectivity

What mobile phone are you using?
Samsung Galaxy S3, i9300

Which Android Version and stock ROM or aftermarket like cyanogenmod?
ICS 4.0.4 Stock
