Adds Bscscan support for BSC Network (Mainnet + Testnet)

fixes: APE-448

[ ] Passes all linting checks (pre-commit and CI jobs)
[ ] New test cases have been added and are passing
[ ] Documentation has been updated
[ ] PR title follows Conventional Commit standard (will be automatically included in the changelog)

@mrsuttton fix the linting failure, the test failure is because you don't access to our secrets by default
