adds config options auto_mine and block_time to allow controlling mining more of your node

[ ] Passes all linting checks (pre-commit and CI jobs)
[ ] New test cases have been added and are passing
[ ] Documentation has been updated
[ ] PR title follows Conventional Commit standard (will be automatically included in the changelog)

ya i need to add another setting for the mining modes and stuff too, brb i need to get mining to happen on an interval
