feat: `debug_traceCall` [APE-1395]

What I did

Now that https://github.com/NomicFoundation/hardhat/pull/4353 has landed, we can make use of it like we do for ape-geth and ape-foundry.

tbd, i didnt really try yet, hardhat is not released, have to install from gh
