Switch to using vyper builds #105

Overview

Charles had made an update to the vyper deployment process so that all builds end up in this repo: https://github.com/vyperlang/vyper-builds

Specification

Deprecate VVM, and use builds from this repo instead

Dependencies

n/a, but probably a good breaking change release
