Bump Cairo to 0.10.0

As above.

Tests pass.

[X] Passes all linting checks (pre-commit and CI jobs)
[ ] New test cases have been added and are passing
[X] Documentation has been updated
[X] PR title follows Conventional Commit standard (will be automatically included in the changelog)

Should python 3.7 be dropped from the CI?
The default python version is 3.8 in the CI. Should it be changed to 3.9 following Cairo 0.10.0?

Yes!

The default python version is 3.8 in the CI. Should it be changed to 3.9 following Cairo 0.10.0?

We can use 3.9 to match the rest of the ecosystem. However - 3.8 is still supported.
