chore: Starknet 0.11 support [APE-661]

What I did

Foundation needed for using Cairo 1.0 in Starknet. Very much TBD as we will require Starknet.py and starknet-devnet to wrap up their handlings.

Also still trying to figure out how to support Cairo 1.0 in ape-cairo. Was hoping some discovery here would help illuminate some possibilities. Turns out, Starknet.py is no longer supporting compiling from their package, and I haven't seen much from starknet-devnet yet.
