Block Revamping #547

Blocks should be schedulable for assessments, courses, todos, and general events.

I must revamp how Vuex tracks work blocks on the frontend and how the blocks are handled on the backend. This will start with Tobias and issue #532 and then #544

Any sort of new block can be added with ease now.
