Ingest Course file into database/cache #549

Do to the fact that the course page is parsed on every request for course modification. This file should be parsed at certain times of the day, week, etc instead on every request.

I wasn't clear when I explained what LATE does in class. LATE only reads that huge HTML file from the Registrar when the user imports their schedule from SIS.
