Change Artifact + Version concepts #67

Rethink the idea of treating an Artifact as the latest version of its content. Currently the API tries to allow consumers to think about artifacts as content that can be updated, rather than forcing consumers to think about artifacts as a sequence of versions of that content.

This perhaps makes the REST API more complicated than it needs to be.
