As a user I want to be able to filter on the list of validation rules, so that I can locate rules that I may want to take acton on such as, changing the severity.
Filtering Requirements:
Name
Keywords
Category/Type
Entity (what sort of thing the rule applies to - e.g. Data Type or Security Scheme)
OpenAPI Spec Version (2.0 or 3.0.x or both)
OpenAPI Spec Mandated
Notes...
ID (does this need to be included to id with issue UI or not?) Where should the stop showing me this be exposed in the UI? In the Issues pane or in the Validation UI (low pri).
How would user find the issue that is no longer in use?/turned off? becomes none. Maybe use the None... in the command.

Categories - ie: a piece of info is required. Filter by this "category"
Stacy- good work for "Entity"
Indicate if it is 2.0, 3.0 or both. (default will be 2.0)
Tag rules that are mandated by the spec (differentiate 2.0 vs. 3.0, is this a thing? Eric will check)
