The use case is as follows: The AMS reports that an org is entitled to 10 full instances. We however want to override this behavior to allow unlimited (or with a high limit) eval instances for this org, provided we can also configure a shorter eval period, e.g. one week.
Considerations:
We have a mechanism for adjusting eval expiration length for specific orgs. This change needs to integrate with this existing option.
Control plane UI currently checks if an instance can be created independently of the control plane. This would have to change as well.
