The driver will allow the firmware to translate the received state via serial to commands for the i/o expander on the alarms board

At first, this driver will only drive the lights at maximum intensity, when @Aeasala closes issue #14, the PWM control software shall be added to this driver

Alarm lights are working, without PWM. I leave that for a future issue.

NOTE: if commands to the IO chip become too delayed in the future, conterfeit chips will experience dimming out of leds
