Some questions about `buildtool` #15422

最近在尝试接入buildtool，遇到了一些问题，还请各位解惑，不胜感激

  1. buildtool 对接的后端 https://apollo.baidu.com/packages/api 是贵团队自己研发的web服务吗？还是使用第三方的制品管理服务
  2. buildtool release 能否打包 third-wrapper 类型的依赖为 .deb 文件？我看源码内是不支持的
  3. buildtool 有没有提供上传/发布软件包的入口命令？还是说需要自己上传deb文件

官方文档中 基本用法 一节里的日志输出中，buildtool会将一些静态、动态库安装到include目录下，这是预期内的行为吗？
