Move core functionality from experiments to rib package

Description

Rename experiments to rib_scripts
Changes setup.py so it only creates a package for rib and rib_scripts and not anything else (e.g. tests)
Move all rib build and ablation logic from rib_scripts to inside the rib package (rib/ablations.py and rib/rib_builder.py, respectively)

Motivation and Context

All functionality that may be imported from outside the package should be moved to the rib package.

Does this PR introduce a breaking change?

Imports will have to change from experiments to (mostly) rib/ablations.py and rib/rib_builder.py
Some imports will have to change from experiments to rib_scripts.
All paths in saved models and graphs will likely no longer be valid as they will point to a path in experiments rather than rib_scripts.
