Function for feature viz tool

Description

Adding a function get_rib_acts_and_resid_final analogous to get_rib_acts to obtain data needed for feature viz. Mainly copied code from get_rib_acts and adapted.

How Has This Been Tested?

Used in interp/feature_dashboard.
