As the title, this enables the app to help users automatically switch desktop pictures when toggling dark/light modes.

This feature is still working in progress:

[x] There are some layout issues with the picture setting view
[x] The dark mode detection mechanism currently used doesn't work on macOS Catalina Developer Beta (19A526h)
[ ] etc.
