Biomes with Tectonic can and do still generate properly, though it seems like there's a high chance that the biome gets replaced with ocean generation: image

I think you misunderstood, I generated starting with Tectonic then turned it off. These issues with biomes generating like ocean biomes occur on world generated with tectonic from the start.
