Terrain along water sits lower than water level (v2.4.1, Minecraft 1.20.1) #220

Terrain along the water sits lower than the water itself, and it causes all sorts of weird glitches in the terrain. Seems like it could be related to #56, which was closed as fixed in v2.4.1 but I'm still having these issues.

This is likely an issue with low terrain scales, will investigate.

I've noticed it happens most frequently in swamps and mangrove swamps its been an issue since 1.20 and still present in 1.21.3
