Prevent empty parameters in Yandex mediation adapter on collect signal phase

@mobile-ads-github Thanks for submitting this PR. We're in the process of updating and testing it. Could you share more details on how you encountered the parameters being empty? We suspect this might happen when loading ads before initialization, but we'd appreciate knowing if there are any other scenarios where this occurs.

@jplianghu Indeed, the issue was primarily observed when loading ads before initialization, which caused the parameters to be empty. We have not noticed any other scenarios leading to this behavior as of now.

@mobile-ads-github Thanks for the confirmation. We have included this fix in the new adapter version Yandex/7.5.0.1 .
