Update index configuration after deploying version #705

This allows the project's index configuration to be stored in ZooKeeper instead of being kept with the service source.

I'm going to wait for https://github.com/AppScale/appscale/pull/2879 to go in before demoing this since the metadata conversion should happen before the tools start making calls to update indexes.
