Lgtm alert fixes #712

removed unused imports
added missing ',' in list constructions.
fix infinite loop/unreachable code in openstack agent.
rearranged exceptions to allow correct handling.
removed unused variables.
catch more specific URLError and ValueError when checking for tools version.
