Remove infrastructure checks that are better handled by tools/agents functionality.

Add the AWS/EC2 template agent aws_launch_template_id parameter.

Demo is that this pull request allows deployment on aws using the template agent and a cloudformation template such as sjones4/appscale-extras#7
