Zero credit hours not allowed #180

Entering zero in the course credit hours field currently throws an error. Either we need to allow zero credit hours, or we need to set a policy to disallow zero credit hour internships.

Going to allow zero credit hour internships for now. We have a bunch of these coming through the Registrar's Office right now, and we need the service desk folks to be able to register them.

Will reconsider this issue later, when we can get the zero credit hour policy clarified.
