summer meal plan default on assign by floor #678

On the assign by floor interface...

The summer meal plans aren't an option in the meal plan drop down. They need to be (mainly the 5-week plan, the 4-week plan isn't used).

Also, we should be smart/helpful... If the user has a summer term selected, then the summer 5-week plan should selected by default.
