Restricted setting for Pagesmith no effect

Does not place pagesmith pages in an approval queue like calendar does.

I think we may remove/deprecate the 'Restricted' vs 'Unrestricted' settings from Users in the near/medium future (as soon as someone has time to work on it).

My reasons for this:

• No one uses it. In practice, I don't know of a single one of our sites that uses the 'Restricted' setting.
• No one knows what it means. What does 'Restricted' actually do? It's not clear to users.
• It actively confuses people, because they forget to selected 'Unrestricted', and instead leave the permissions at 'None'. If you leave 'None' option selected and check some permissions check boxes (on the right hand side), and then save, the permissions checkboxes are forgotten. That's the opposite of what the user was trying to do.

That being said... Placing pages in an approval queue is a feature I've heard of at other schools. Specifically, other schools in the UNC system allow end-users to edit pages, but those edits must all be reviewed by their web office. They pay a few student employees to do quality-control on the edits, and it's a reasonable idea.

However, "restricted" does not mean "requires approval". I see an approval queue as a distinct feature versus the "restricted" functionality that prevents users from editing things they don't "own".

That's kinda what I was wanting to use it for. It does work that way in calendar.

I'd like a permission that allows users to "Send for Approval". In theory it's how we want to set things up going forward with all content, and more granular permission settings.
