Restricted setting for Pagesmith no effect #296

Does not place pagesmith pages in an approval queue like calendar does.

I think we may remove/deprecate the 'Restricted' vs 'Unrestricted' settings from Users in the near/medium future (as soon as someone has time to work on it).

My reasons for this:

That being said... Placing pages in an approval queue is a feature I've heard of at other schools. Specifically, other schools in the UNC system allow end-users to edit pages, but those edits must all be reviewed by their web office. They pay a few student employees to do quality-control on the edits, and it's a reasonable idea.

However, "restricted" does not mean "requires approval". I see an approval queue as a distinct feature versus the "restricted" functionality that prevents users from editing things they don't "own".

That's kinda what I was wanting to use it for. It does work that way in calendar.

I'd like a permission that allows users to "Send for Approval". In theory it's how we want to set things up going forward with all content, and more granular permission settings.
