Does this mod work if played on real hardware such as a modified PS3? #4

From the description it sounds like it only works on a PS3 emulator, but I'd really like to play it on my PS3

No - This only works on PSX emulators (namely, pcsx-rr or bizhawk) with lua support. Not the PS3 emulator.

So it's not possible to play this mod on a PS3 with CFW? Like, if I were to download a JP version of Mega Man X4, would I be able to patch the code into the game and use the modified version on a PS3? And if so, how would I patch the game? (Sorry for the late as fuck reply...)

Not Possible. This is not a traditional "RomHack". It works like a bunch of cheat code which modify the RAM instantly but not the ROM, so the code in the game doesn't change at all.
