chirps now global #421

Just four lines changed. Don't ask me how long that took.

NOTE: /data/chirps is currently empty so there are no legacy Africa tiles to worry about.

Pentads are are a little weird in that there are always 6 of them in a month. Aggregation of weather data makes sense but we could aggregate the daily to whatever we want I think.

I agree that it is a weird aggregation. I'm remember someone saying that they were recommended as the daily data had some issues. We know it is there and can add it if we ever have a use case (or we can roll our own).
