update chirps driver unit & integration tests #458

pytest -k chirps results in 9 passes and 4 failures as of 1429dd7. I think it's because the unit & integration tests were all written in July whereas the driver was updated in October. I think the tests assume africa whereas the driver's current state is to do a global thing?

Yes, the driver was updated for global data so location basis is different
