439 gippy-based tillage products for modis #461

Re-implement tillage products but with gippy. This supersedes #454, and fixes #439.

I took a quick peek, and NDTI, STI, and CRCm all look good. CRC looks like it may need further examination.

I think the img.SetBandName(name, i) calls were wrong again. #462's diff tells the tale. If you want you can merge that instead of this.

OK. That makes sense. Let's close this one and retarget that PR at dev.
