Prepare a mechanism for validation of generalised or specialised custom rules #169

We need a mechanism for specifying generalized as well as specialized custom rules in template's validation. Such a mechanism should allow us to specify validation rules for ex. specific resource field and for the whole family (ex. CIDR blocks)
