Feature request: hide instructions once they are clear #114

I think what would make evaluators more efficient is if there was a way to hide the instructions once they are clear, so that they don't take up space and attention on each page.

I added this to ESA/MQM. It's pretty straightforward toggle that saves the preference to local storage.
